You need a building, of course. Enough space for the octagon, plenty of seating. Seats should be bolted to the floors, for fighter safety.
You need a couple certified event doctors (not hard to find).
At least one certified referee, and three judges.
You can use iscfmma.com to find all those officials.
Then you need fighters. You could put an ad in the newspaper for try-outs.
Its all that simple. But, your looking at about $3,000 for one Amateur event.(probably a lot cheaper after you do it a while and figure out ways to cut costs)
Professional events are a lot more costly, because you have to pay the fighters.

The ISCF santions fights worlwide, and even for the UFC, and IFL.
i could consult your State Athletic Commission and find out what their requirements are to sanction a bout.
